I don't think it's from a series, but I found this image translated on another site. The text is the Japanese character saying "She's gonna kill me!!".

The anime is "My-Otome". The reason she cuts the girls pants is because they are trying to hitchhike. The red head tells the black haired girl to strike a sexy pose, and the black haired girl says she won't do it. the red head decides to cut her pants.

Its actually my hime

The main series is actually "My-HiME", but the gif is from "My-Otome", which is a spinoff.
