i think you need to go out with her wearing white "dress" with the white panties a few more times so she is no longer super cautious all the time, then move to the shorter dress, then back to the white dress with a white thong.
If you can take small steps she will eventually go to the shorter dress with a thong and then the white dress commando. JMHO.

Hehe I'm not sure if she'll ever go any shorter than that. I'm suspecting that she'd be a bit more daring if she's shaved.
