Out of curiosity, with these topless only contests, was there ever somebody in the audience making sure there was no full frontal going on, or was it just by choice they did topless only?

From watching many of these some places seem to have rules against it (local law maybe) and will discourage it when it happens or take the person off stage. It seems to be more outdoor venues but not all the time.

It was likely a rule for that venue. Same thing with tequila frogs in Texas. Saw one vid there where a girl teased her pussy and she got disqualified immediately. Meanwhile at dirty Harry’s Florida full nudity is encouraged to win. Must’ve been a local ruling idk.

Actually this is a fairly common rule especially in smaller towns in the South.

Florida has or used to have a law that said sex organs couldn't be exposed in public. Over time this got interpreted by the courts to mean the whole of the sex organ, which meant penises were forbidden but vaginas, being inside, could never be fully exposed.

In one town it was applied in the most unusual way..most of the time it was used by the porn shops. Women are behind a curtain/glass etc and it is a pay per view type thing. You get private dances etc "no touching" wink wink. give your credit card. One town Mansville had Franks Chicken house.
