Yeah I know those Videos, unfortunately I don't know where they were made.
But a lot of Spas in Germany/Austria feature those big nude pools.
I never heard of any voyeur being caught filming. There was only this story of a couple trying to film porn and they got caught.

Good advice.

• If you are naked, then there is the problem of where you hide your phone/camera.
• You are probably physically closer to others and can be more easily seen and caught.
• The owners and staff are probably on the lookout for lone men using phones (assuming phones are allowed in the sauna), they don't want to risk their business reputation by losing (female) customers because pictures end up on the internet.
• If you get caught, where can you run? You are trapped in an enclosed area (not a beach) and you can be easily intercepted before you get to the exit area (your clothes and ID are probably locked in a locker).
• It is clearly a private space where there is an expectation of privacy - probably a crime in most countries. If you don't speak the language, then it's probably going to more difficult with the cops and courts.
