Yes, exactly. Reluctance and embarrassment take many forms. It has been established by behavioral scientists that smiling and embarrassment can be closely linked. Also, notice their body language (the second girl's clenched fist, and the placement of her feet, in particular). And the 1st girl isn't so much smiling, as grimacing. She seems to be raising her hands in a "warding off" gesture (she's also blushing).

Maybe the blonde is losing the game they are playing. Neither seems to be paying any attention to the camera.
