I'm pretty sure it is. Where did you find this pic? I'm almost 100% sure that this pic was originally posted and published on the Purenudism website. And someone removed the copyright text from the black bar/line under the photo, so someone cropped out the watermark.

Bing image search. Now bing image search is far better than google image search. Every time it pulls different results and there is very good option to show similar images. I got this pic like this...

Looking at the pic, I don't know how far away the two nude gentlemen are...the camera illusion gives me feeling they are standing nearer to her..

From the style of the buildings I would guess Northern Europe/Scandinavia?

I hadn't spotted the sign but can't read it. My eyesight must be even worse than I thought! If it is US I'd say North East/New England?
