It looks like a Yap Island ceremony to me (northern Pacific island), they have traditional festivals involving topless tribal dress and Western tourists often participate for a taste of that "authentic" culture. Google, youtube has plenty about this.

I have googled, all I get is the natives, I am looking for natives mixed with the tourists/westerners where the tourists/westerners are also dressed like the natives, or rather undressed.
