It's from a manga called tennen kakutou shoujo chihiro-chan, or 天然格闘少女 ちひろちゃん as it's known in Japan. There's English scanlations out there of the first five episodes or so, and another 6 or 7 episodes in Japanese out there, but so far as I know nobody's found all of them online yet.

I've just ordered volume 2 from cdjapan, and I'll scan the remaining chapters when I get it (which should normally be a couple weeks, but probably more due to the christmas period)

I was inspired to do some searching for some more Tennen Kakutou Shoujo Chihiro-Chan after all this talk and found this-- it's an Xmas themed episode, so I think it might be brand new.
