As I recall, although this goes back a few years since I first found this pic, the story went that the handcuffs key was left there with her but out of her reach. She had to get the attention of a passerby and convince them to get the key and release her. Her panties had been cut off, so they were useless, too.

These sets came from a free "amateur" bondage sample site. Stock girl's expression suits her for the ENF category, I'd say. Some of the pix I've got, the gals are more annoyed (or bored) than obviously humiliated. But I figure being naked and tied outdoors in daylight implies a certain amount of embarrassment.

I've got more of both these sets. If y'all want the rest right away let me know. Otherwise I'll upload something equally good in a few days.
