Dogging (it wasn't called that) went on in the NY area years ago. Back then, there were rest stops all along the Belt Parkway in Brooklyn. Couples used them as "lover's lanes". I and my friends went pretty frequently to make out in our cars. Naturally, that attracted voyeurs. When unattached, I used to drive in and park next to couples and see what I could see. Mostly, they didn't seem to care, but to get out of your car for a better look was to invite a beating.
