Toshi parties are parties hosted by a man named Toshi. I believe they only occur in NY, but I could be wrong.
Toshi hires beautiful men and women to serve as different roles during the course of the party. Bartending, dancing, massages, etc.

Toshi is most definitely obsessed with Europeans, and often gives hot chicks from foreign countries visas to come work his parties. These parties are decadent, to say the least. Nothing overtly raunchy, but still...sex is in the air.
