Default Photo resizing

Anyone recommend a user friendly software for resizing photos both enlarge and decrease? Thanks.

Irfanview is a very intuitive software for this purpose. Best thing about it is that it's free (Irfanview's homepage does have a link you can click on and make the requested 10 Euro donation, but it's certainly not requred). I use it as my photo file viewer, and it's great to use. Just google 'Irfanview'.
