The event seems to be a nudist gathering, which would explain the "costume"; there's a banner at one side of the dance tent indicating a naturist organization, which may or may not indicate sponsorship (or just that it's their tent!); the women bookending the dancers suggest Dutch in headwear and of course the tulip motif; the music and the tapestries suggest, to me at least, middle east/east europe (one or more of the "-stans" perhaps?); that's about all I can add/speculate.
