I think "Up" is a loose term because peeking under a female's clothing can be from many angles and not just from below

Then there is deliberate vs accidental "flashing" of the crotch; I prefer accidental myself

Exactly- on the scale of eroticism (out of 10) deliberate flashing would be 3-4, accidental 9-10! The term upskirt has always meant accidental (or unaware). There are a lot of people on this forum who don't seem to know the distinction between these terms and it leads to a lot of disappointment and/or frustration when opening threads headed 'upskirt'.
