In Chrome. In the upper righthand corner on mobile devices there are three vertical dots. Click those dots. A dropdown will appear with a checkbox that says "Desktop site". Select the desktop site option. At this point the preview should appear, and you should be able to play the video. The caveat is the site will be incorrectly formatted for mobile.
This isn't really an issue with the phone or phone's software. This is basically a problem with the website attempting to serve different pages to desktop and mobile clients.
