It's pretty new around this area, and not mainstream at all. They've had topfree events, etc., trying to bring awareness, but it's taking a while to catch on. The beach is technically topfree though, so that's it's legal, no matter who actually goes topless or what the reaction is. You can't get arrested or cited or anything.
