Aside from maybe just the concentration of these photos in a thread like this featuring only young-nubile girls as suggested, I think the primary reason is that these photos mostly seem to feature the various coming-of-age and/or rite-of-passage rituals, marking the occasion/celebration of the onset of adolescence or the groups' definition of adulthood, hence the apparent youth of the subjects depicted. Many cultures choose to ritualize their females' first menstruation or boys' voice change as signalling their adulthood and subsequent full responsibility and accountability to their communities. One doesn't even have to go as far as indigenous tribal groups to find comparable ceremonies: the bat/bar-mitzvah in Jewish families at ages 12 and 13; the quinceañera at age 15 in Hispanic culture, and so on. I'd wager you'd find a similar ratio of puffies if you were comparing 12-15 year old females of any culture, no?
