This sounds similar to my wife. She wouldn't like being topless or nude in front of a friend of mine, but in front of a guy who knows her is a complete turn on for her. Like a co-worker, neighbor, or former classmate.
Her new fantasy would be to live in a building that overlooks the nude beach, like in Haulover, Florida. Then she would hope to have some of the guys in the building see her naked on the beach, and then have to pass them in the hallways while at home, which would be a constant reminder to her of how they saw her naked.
