This has all started in the past year or so since they changed their terms.
I think it is because they have to keep up the facade that RS is mainly to be used for respectable purposes, but they know it is mostly used for hosting pirate stuff and porn but they still have to keep up the pretence.
I think Megaupload is a really good hoster.
If you change the section, you should make sure that some of the other filehosts that can track users or will only work in certain countries if you pay (e.g. Oron!) are not allowed.

We already don't allow Oron.
As for Rapidshare, as far as I can tell, for the past few weeks, free users (myself included) have had instantaneous downloads at normal speeds. No waiting. It doesn't appear to be a "happy hour" thing, which in the past have only lasted a day or less. This could change at any time, of course, but seeing as Megaupload still has a 45 second wait, Rapidshare is currently
better than Megaupload, IMO (until they switch back to 5 minute waits
).
