It's not common practice, but most waterparks in Spain, Greece and Romania allow women to go topless. Unfortunately not many women are that brave to spend a day breast-naked in a waterpark. For sure, this is one step further than going topless on the beach.
A few years ago, my ex-wife and I went to a waterpark at the Costa Brava in Spain during our holidays over there. As a birthday present for me she decided to go topless. I had fantasies about it for years and she made my dream come true. She was the only woman not wearing a top. Although it was quite embarrassing for her; because everyone was staring at her; all day long she did everything (swimming, waterglide, having a drink at the bar, ...) with her breasts completely naked. It was one of the best days of my life !
