I normally approach people and ask to take their picture. At OCF when I approach someone who is painted, they are pleased to show off their art and I'm one of many people who have asked. The answer is usually yes. When I approach most topless women who are not painted I get a strange look that silently asks why would you want to take my picture? More say no. It's just the way it is at the fair, aside from the few true exhibitionists who use the fair as a place to go topfree.
