Perhaps the video was shot in a Dutch sauna. As I understand it, those are mixed gender, too.

The guy who posted those sauna videos also has some voyeur videos of a possible outdoor area of a mixed sauna or nudist pool. He's got some voyeur video of women laying outside nude. The woman in the last video looks like she's drinking champagne while lounging nude.

It looks to me like Holland too, plenty of suck kind mixed Saunas there...but the its usually more frequented by women. On the last video the girl is not drinking champagne but beer!
