They then bravely surround young nude women who are there in pairs or alone and bully them. It's got to be a frightening experience for the young women and they don't return to the beach. I'd suggest that these women film these thugs with camcorders a/o camera phones - ideally, the better/more high-res the better - in the act of harassing them. Thugs don't like being photographed while in the act. That might cause them to scatter. Once filmed, the women could take the video to the police. Even if people aren't keen on nude beaches, they'd likely be more upset at young men going out of their way to disturb the women on the beach. If they had clear video of the men who were harassing, the police could identify them, pay 'em a visit and charge them criminally. They could put the video on youtube, etc. That would gain sympathy from the public, and public opinion might then lean harder on the men to stop.
