They do it because (1) they want to see naked men and (2) they know that most of the naked men either enjoy being seen naked or simply don't care. Most of them are too timid to go it alone, but feel safe in a group. I've also observed that many men, when they see the girls coming, will actually position themselves so as to ensure being seen. OK with me, the only problem I have is when the girls then refer to the men as "pervy."
I've also seen middle aged women bring their 11-12-13 year old daughters to nude beaches for the express purpose of giving them the opportunity (and an ample one at that) to see naked men. I know this because I asked one such woman one day at Baker Beach.
