It does seem strange. Having lived in Germany for several years, nudity in general is far more acccepted than it is in the UK. There are plenty of lakes and rivers where you can sunbathe nude and saunas and spas are normally used naked.
It looks like the WNBR was riding as part of a larger ride organised by the ADFC (Allgemeiner Deutscher Fahrrad-Club), German Bicycle Club and they took exception to the naked riders and asked the police to stop them.
