Here's a little information I got from Google: This amazingly beautiful singer's name is Mallaury Nataf, and her panty-less twirl created quite a stir in France. She was performing on a show called the Dorothée club, which as near as I can tell was a children's television show! (I believe that the above poster is trying to say that this little accidental peep show came on in between cartoons.) There are a number of French websites devoted to this incident, posted by many lucky Frenchmen who are adults today, but will never forget seeing this when they were kids. Here is a very rough translation from one French website:
