I know this is as clear as mud so maybe no one has a clue...I would say this probably would be an 80's movie maybe even a 70's film but that is just a guess. Unfortunately, I don't remember anything else at this time.
If I had to pair with another movie around the same time period, I would put it with Swashbuckler(1976) which has Robert Shaw and James Earl Jones in it also with Geneviève Bujold who dives off the ship naked to go swimming. Or another movie I group with the one I am trying to remember is Enigma(1983) with Brigitte Fossey who I believe finds herself either naked or at the very least scantily clad somewheres in the movie.

It was a Peter Benchley movie about diving for treasure starring Nick Nolte, Robert Shaw, Louis Gossett, Jr. and the woman was Jacqueline Bisset. I haven't seen the film in years but you description made me think of it immediately. If it's not
THE scene you're looking for, it's extremely similar but I think it was a voodoo ritual or something.
