It is not.
There are several pictures, which I question as being Israeli girls. There is a nudist organization, which does do trips and has facilities much as in the US. There is some limited "wild" nudism around Eliat and around the Dead Sea, as well as in the area of Be'er Sheva. Along the coast of the Mediterranean, the most you will find is some topless-ness.
