This could be because:
1. It is the stuff we read in our porn stories.
2. Tourists we see seldom travel alone, especially a woman.
3. Real encounters of local Indian men with foreign woman comes as **** attempts or assaults in newspapers, not in such forums.
This is not to say you didn't experience what you did. It is rare.
I agree that the cultural notations you describe are accurate.

The only problem is that this plays into the dangerous stereotype of the foreign woman = immoral woman equation. Dangerous because assaults on foreign women are quite rampant in India.
