Probably one of the best directors/filmakers when it comes to having quality scenes of female nudity is Tinto Brass. Generally his films have wonderful sets and scenery, though I would say only half of them have good plots and acting generally. But most of them are fun--the naked women in his movies are frequently naked, with a kind of shameless joy about them.
I would agree that I'd like to see more extended scenes that explore other emotions--shame, innocence, lifestyle and so on. Probably one of the best recent films to come out like this is "Naked Fear" which doesn't do the usual Hollywood thing of using foliage and other stuff to cover the body of the nude lady in distress, who also acts in contrast to the usual stripped lady in distress in being defiantly brave and capable in spite of being in the buff for a very long extended scene.
One film that has an interesting exploration of social nudity as a backdrop is "Maslin Beach" which takes place entirely on a nude beach in Australia. It has a variety of body types of characters naked casually which makes it realistic, and some very beautiful women are among them.
