I don't think it is only a matter of enjoying the sun on one's bare skin and swimming nude.
I wonder if there isn't a lot of competition involved in the decision to go nude.

In this picture for instance, the two women are with their bf/husbands, who both remain clothed. Perhaps the first woman stripped off thinking, "I have the hot figure here, I'll get all the admiring looks", so the other woman strips off, too, thinking, "Who does she think she is, I'll go nude, too, and her bf will be looking at me all day!"
Whatever the reason, thanks to these women and cheap digital cameras, we all win.
