First the page loading is related to the "Photo of the day" at the top of the screen. Since these photos are updated daily and are not hosted at OCC, I can't control it if the sites that host the photos are slower for some reason. Every once and a while I've seen that happen too. Reloading a page will cause a new photo of the day to be displayed and will probably load the page faster. This shouldn't cause any problems.

The second issue about uploading attachments is just a matter of how many other people are uploading at the same time, coupled with the speed of a person's internet connection & the size of the attachments being uploaded. I doubt that you would gain any speed by stopping and starting over once you start the upload process.
