Not necessarily true.
Wifey and I were in Vegas the first week of July. I took a picture of her while topless at the "Venus Pool" at Caesars. There was NO ONE near her at the time (late afternoon) and there was a wall behind her (no chance to catch someone in the background). An attendent rushed over and gave me the "no pix" speech. I pointed out that the girl in question was my wife, a willing participant, and no one else was around. He gave me a lecture about "if we allow one person to do it, blah, blah, blah..." He then demanded that I delete the photo, and needed to see me do so. I considered my options for a moment (one of which included telling him to go fuck himself) but decided to comply. If I didn't, we'd be ejected. Plus, it was early in our vacation, and we planned on going to the same pool the following day. I decided fighting over the right to keep a photo of my own wife wasn't worth screwing up our plans for the week.
Point being, all pix must be covert, at least at Caesars.
That said, there were A LOT of very hot topless girls there, especially the second day. So much so that I was very suprised.
