The range of toplessness at the pools is probably 25-50% of the woman, depending on the day of the week and the time of the day. The more alcohol that flows, there more tops come off. Once the women see bare breasts bouncing around, they tend to join in. Keep in mind, the majority of pools in Vegas don't allow topless sunbathing, and a few pools have recently stopped the practice, like Mandalay Bay and Flamingo. Although, the Rio is back top topless, after putting tops on for a year.

There are usually signs that say "no photos". Yet they obviously are being taken, you just have to be discreet or be taking pix of your own wife/GF.
