You could use Paint.NET. It is a great image editing program. There is no blur tool. But what you do is select what you want to blur with the rectangle selection tool. Go to Effects -> Blurs then select one of the blurs and what ever is in the rectangle selection will be blurred. I just tried it on Effects -> Blurs -> Unfocus and it works great to censor what you don't want seen.

Paint.NET is a nice program with a small footprint if you have an older computer. If you have a more modern computer with at least 512 MB of RAM, you could try GIMP. GIMP has a blur tool that you can select to basically smudge/blur whatever you want to censor out. It will give you finer grain control over your censoring.

Both programs are free of charge and are intuitive to use. You will be up and running within a few minutes. I have used both. So if you have any questions, just ask.
