Here's my best guess: For there to be a large number of pics of any particular group/ethnicity of girls on topless beaches, several overlapping conditions must be met:
1) Area permitting nudity/toplessness in public
2) Local weather permitting nude sunbathing at least part of the year
3) Presence of beaches
4) Economic conditions which allow large numbers of residents to own cameras
5) Local infrastructure allowing easy internet access and reasonable upload speeds
6) Presence of the group/ethnicity in question among local residents
Apply these to regions/countries around the world, with black girls in mind:
America - Well-integrated/diverse population means there are lots of black girls; relative wealth of populace means cameras are everywhere; perfect geography and climate in many areas; but indecency laws prohibit nudity in almost all public areas, including beaches.
Europe - Most countries are extremely permissive vis a vis nudity, but many are too cold for much beach-going, and others are landlocked; Economic conditions vary greatly, but cameras are common in most places; however, there is little or no integration or diversity in many, many places. As a lifelong NYer who lived in Ireland for almost a year, I can attest to this; I became homesick for african americans. Without diversity, things get dull.
Africa - Plenty of beautiful black women, but nudity is forbidden in the Muslim northern half of the continent, and photographing nude women is very risky. Also, widespread, grinding poverty makes cameras a rarity, and resulting civil unrest reduce the overall amount of recreation opportunities of any kind.
Middle East, Southeast Asia - While there are women of color here, with few exceptions, Muslim majority nations forbid anything approaching nudity; where toplessness is allowed, it is practiced only by tourists, as Muslim women would'nt expose themselves regardless of legality.
Asia - Most asian cultures are extremely modest in regards to public exposure. Laws, if present, are superfluous; nudity is generally improper across Asia.
