She's got some tan lines, at least on her bottom. So she doesn't always go nude.
I assume the shaved-headed man with the tattoos is one of the local voyeur perverts. His presence nearby those naked young women does not seem to alter their behavior at all. It's almost as if they don't care he's there looking at their naked bodies.
