I saw that one several years ago. The story I read about it is that the people doing the photo shoot went out on the street and asked women passing by if they would be willing to pose nude for an album cover. Obviously, they found some willing to do it.

As for album covers, I am surprised that nobody has demanded that Nirvana's "Nevermind" album cover be banned. If you recall, it has a photo of a nude baby boy, his genitals visible. His name is Spencer Elden and he gained enough notoriety from his baby picture that he, now an adult, makes personal appearances and gets paid for it.
