The high cut keeps fabric around the hips/crotch area from "bunching up" and potentially causing chaffing during the bike/run portion of the tri they're racing in (generally they'll be wearing a triathalon wet suits over things during the swim - since they have extra boutancy in them which allows the athlete to ride higer in the water and hence require less effort + energy for the swim portion). I've got a significant other who is a triathalon competitor so i've heard this logic about the tri-suit designs from her and some of her fellow competitors
