Some corrections:
The operator is usually not totally hidden, but he keeps a low profile, so the girls don't tend to realise that there will be skirt blowing. What are hidden are the small (max 1/4 " in diameter) holes in the floor from where the compressed air comes from.
And, yes, go to Oktoberfest (Munich, Germany) this September and October. There is really good skirt blowing action there. Also visit the amusement park in Bakken, Denmark in summertime. Or go to Vienna or Budapest (to the amusement park). The bad news is that there are very few girls in skirts (for the best action, don't forget to bring a woman with you in an appropriate clothing: _very_ light skirt).
