Yeah, that's when she's inside the roped-off area getting ready to do her little nude dance. The necklace is the same. Maybe it is the same woman at the same event.

The face and breasts are more alike than you would typically see in siblings. It's kind of hard to tell because in the first pic she's kind of squinting a little bit.
Given that she kept her bottom covered most of the time, I don't get the impression she is a true nudist. She probably isn't a paid model (though I suspect some were used for the 2007 or 2008 Neptune event as they were much better looking and in better physical shape than ever before). Maybe she's a reluctant nudist who needs a little encouragement to show off her cooch.
The woman followed this woman at the event. If you look at the video at the very end you can see her sitting and clapping.
