I think their conduct would come under the heading of lewd, not simple nudity, and so in the US would not be legal either. They are touching, groping, etc and that consititutes "lewd". You would not be able to get away with this anywhere in the US, IMHO (except Folsom St, maybe

) Most naked protests do not involve touching, etc...
