Share a house/flat
Simplest way I ever increased my chances of viewing an ENF or voyeur experience was to share a house or flat.
Over the years I have had 9 female flatmates, of these the least I have ever accidentally seen was DB nipple with numerous incidents of greater accidental exposure including full frontal complete with strangled cry and panicked flight from the room attempting to cover her bits with an inadequate number of hands.
Try it, it's never failed me...
