Parades are a great place to see downblouses. Get there early and walk the parade route to check women sitting on the curb, or short ones standing. The idea is to balance checking as much as possible to get the best subject (not tooo early so you are noticable), waiting until many get seated, but then being able to get in the perfect spot before things get too crowded. I used to cruise, looking for the right situation:
top: loose and low cut; braless is great, but a loose bra can be even better because the girl is intending to be covered and thinks she is. A B cup is usually best, A can be fine, a C cup breast may not show itself unless she is wearing something special. cuteness and (legal) youth count, but also the viewing potential. Will she be distracted from noticing me, but not move around too much? Is she likely to be most comfortable when the parade starts sitting in a way that I can look down at her? Can I get in the perfect position and will it make sense for me to be glancing? For example, if noone is right behind me it would be ideal to have, say, the sun on my right, the girl on my left and the parade coming from the left. She will be facing left to anticipate the parade, it will be natural for me to be also facing left, where her chest is in my line of view with a glance down. If she turns right she'll be looking in the sun if she looks at may face. On the other hand, if there are people who might be looking at me, it's better to be looking into the sun when I'm perving her, because the natural shading my eyes with my hand keeps other from seeing where I'm looking. Also, sometimes there are two spots close together, which increases the odds.
I plan on going early enough to walk a route fairly fast (maybe a mile or so), then back, stopping just long enough to look down and see if bare areola or nipple is potentially visible. Unless one is a rare fantasy that can't be missed, I keep going but make a note of each good spot, and sort of ranking them as I go along. I don't think I've been to a parade where there wasn't at least one nipple exposed, and usually I have about 5 potential and 3 good candidates. I get back to the best choice (or closest to the start of the parade if they're equal, so I can move with the parade if I want). I settle in, figuring out the best side of her, before the parade starts, and make a point of not looking her way for a long time, so that I blend in with everyone. At that time though, I'm checking to make sure that I'll be able to see what I hope to. If it doesn''t look like promise will be fullfiled, I have time to go to the next spot. When it starts and everyone is focused on the parade, I can start looking down and really enjoying the ebb and flow of her top and the view of her breast and nipple. I wear a condom just in case, but can't always masturbate secretly. If it's crowded, and she's seated in a permanent way, I look for an excuse to kneel down beside her without causing suspicion. I always bring a jacket or over shirt, even if it's warm, to cover my lap as needed.
