Actually, now all mixed-gender Japanese hot springs require people to wear swimsuits. Of course, people still occasionally skinny-dip, but mostly at night or with their friend in an isolated mountain spring, just like in the U.S.
That said, when I would go to mixed-gender hot springs with my girlfriend, our suit bottoms rarely stayed on for long underneath the waterline...
