It seems like my best bet so far is the Canon Powershot SD200 or SD300, which will shoot videos at 30 frames per second at a resolution up to 640x480. The length of the video is limited only by the capacity of the media storage.
Is 30 frames per second tolerable? I know I can't stand watching some of the lower frame rate webcams becuase the image is so choppy. I often end up just deleting them, although some of the girls are beautiful.
