(or pixellation more accurately) Evidently that's some sort of law in japan, and the artist's name sounds pretty japanese, so my bet is that this is present from the original sequence unfortunately. I have been trying out various different ways to reduce the effect (pretty sure it can't be perfectly restored), but not having a great deal of luck so far.

I did fix what I feel like are kinda weird color problems, don't know if that's age or weird lighting, but these look more like "natural light" to me-- here's the whole set monkeyed with (& adjusted to fit 1680x1050 w/o scaling every time).
