No, its probably everything else - the alchohol, "rowdyness", garbage, noise, etc, etc. plus maybe fear of more rampant nudity along with it.
Of course I don't really know what is going on, but it almost seems as though Southern California is OK with public flashing, but not so keen on more sustained public nudity. Flashing seems where they are drawing the line. Pull 'em up or down, get it over with, but don't walk around naked.....

Good summary of the situation Klondike. I believe that you're right. The spontaneous flashing seems to be OK - but when the pro's show up, the law takes a dim view. As I said though, it was fun anyway. I'll probably be back next year.
