I saw a commercial for Sims 3, and it said you can clothe or unclothe (emphasis theirs) your Sims as you choose. It showed some people in just their underwear, and one guy out on a ledge who was covering up and looking very embarassed.
Also, I head the Sims 3 nude patch (just to delete the censoring and leave Barbie dolls, without genetalia) was out the same day the game was released. To me, that says it was an inside job.
I think the designers know full well this is the first thing a lot of people try with the game.
