I use
Irfanfview...
http://www.irfanview.com/...to make thumbnails, as well as the collages I post. It's free and pretty simple to use.
It's thumbnail option allows you a variety of choices, such as the number of images on a contact sheet, spacing between the images, number of columns and rows, background color, etc. If you google "making thumbnails with Irfanview" or "creating a contact sheet with Iranview", there are a number of tutorials that explain it much more concisely than I could.
